Some 5,000 people marched in Lima against terrorism
on 12 September to mark the 17th anniversary of the capture of the founder of
Sendero Luminoso, Abimael Guzmán. The march came one day after Guzmán grabbed
the headlines for the publication of his memoirs, which prompted the justice
ministry to charge his lawyer with “apology for terrorism". The whole episode is
set against the backdrop of a faltering campaign against the remnants of
Sendero: the defence minister, Rafael Rey, conceded this week that there are not
enough military personnel to combat “narcoterrorism" in the Ene and Apurímac
